Strategic Workforce Planning · Regulated Frontline Division

Sizing a multi-year workforce supply gap for a frontline division constrained by its operating environment.

Problem A division with a broad span of frontline capabilities faced rising demand from planned works, in a highly regulated setting where shifting workforce composition carries significant operational friction.
Approach Supply and demand modelled across three scenarios over a five-year horizon, built from planned works and historical growth.
Outcome A significant supply gap identified across every scenario, met with a sequenced plan: a strengthened resourcing case for the next review cycle, targeted team optimisations, a limited-term supply boost and an attrition-reduction program.
